I am very happy to attend the Hunan-UK Future Innovation Conference. On behalf of the Chinese Embassy in the UK, I would like to extend a warm welcome to the Governor Xu Dazhe and his party from afar!

Innovation is the soul of a nation's progress and the driving force behind the development of relations between nations. The theme of this conference is “innovation”, which is just the right time. The just-concluded "two sessions" of China passed the "Government Work Report" for the new year, which clarified the basic ideas and main tasks of this year's work. Innovation is one of the key points. China will deeply implement the innovation-driven development strategy, vigorously optimize the innovation ecology, enhance the innovation capability and efficiency, and further promote the mass entrepreneurship and innovation.

This year marks the 65th anniversary of the establishment of diplomatic relations between China and Britain. In the past 65 years, pioneering and innovating and dare to be the first person has always been a major feature of Sino-British relations. The "Hunan-UK Future Innovation Conference" brings together elites from all walks of life in the two countries to share opportunities, discuss cooperation and talk about the future. It is the most meaningful celebration of the 65th anniversary.

Hunan Province and the United Kingdom are both large in size and population. They are known for their courage to explore and dare to innovate. The potential for innovation and cooperation between the two sides is enormous.

First of all, Hunan and the United Kingdom are the cradle of the pioneering spirit. Hunan's outstanding people and heroes are not only known as the masterpiece of "Huguang cooked, the world is full of feet", but also the reputation of "only Chu has talents, Yusi is even". Hunan is the hometown of Chairman Mao Zedong, the founder of New China. The first person in China's modern "open-eye view of the world" Wei Yuan and the pioneer of modernization construction Zeng Guofan are from Hunan. Yuan Longping, the father of hybrid rice, is also moving from Hunan to the whole country and to the world. Governor Xu Dazhe has worked in the aerospace field for many years and won the China National Science and Technology Progress Award. He was elected an academician of the International Academy of Astronautics. He is an outstanding representative of this pioneering spirit.

Britain is the birthplace of the industrial revolution. It has a profound scientific and technological tradition and a unique culture of innovation. It has cultivated a large number of world-renowned scientists and thinkers such as Watt, Newton, Joule, Darwin, Adam Smith and Russell. And profound impact.

Second, both Hunan and the UK are examples of practicing innovation. In recent years, Hunan has vigorously developed innovative industries, and has produced the fastest computing Tianhe supercomputer, the fastest train traction electric drive system, the longest boom concrete pump truck, the most powerful crawler crane, the maximum power. Six-axis electric locomotives and many other "world's first" innovative high-tech products.

The UK government attaches great importance to science and innovation and places it at the heart of long-term economic development planning. According to statistics, the output of British universities and research institutions is second to none in developed countries. On the 2018 Global Innovation Index (GII) ranking released by the World Intellectual Property Organization, the UK ranked third in the world. At the first China International Import Expo held in Shanghai last November, the British National Pavilion, with the theme of “Extraordinary Innovation in the UK”, once again demonstrated the British innovation strength to the world.

Third, Hunan and the United Kingdom are partners with a cooperative spirit. Hunan and the United Kingdom have carried out extensive and in-depth cooperation in the fields of economy, trade and science and technology. In 2018, the total import and export trade of Xiangying reached 680 million US dollars. By the end of 2018, Hunan actually used US$220 million in foreign investment and invested US$130 million in contracts with the UK.

I am pleased to see that CRRC Zhuzhou Electric Locomotive Research Institute has set up a semiconductor R&D center and an electric drive technology research center in the UK. Xiangtan Electric Co., Ltd. cooperated with the British Garrett Hasen Partners Co., Ltd. to develop a low wind speed direct drive type of 2MW or more. Wind Turbine. More and more Hunan enterprises are actively seeking to strengthen cooperation in science and technology innovation with the UK.

Looking forward to the future, we are full of expectation and confidence in the cooperation between China, the UK and Xiangying in the field of innovation. To further deepen the cooperation between the two sides, I have three suggestions:

The first is to outline the objectives and strengthen strategic docking. At the end of 2017, China and the UK jointly issued the "Sino-UK Science and Technology Innovation Cooperation Strategy", which laid a blueprint for deepening innovation cooperation between the two countries. The two sides can further strengthen the China-innovation-driven development strategy, the “China Manufacturing 2025” and the UK's science and innovation strategy for promoting growth, and the industrial development strategy, and make the top-level design of Sino-UK innovation cooperation. . At the same time, we will make good use of the China-UK Science and Technology Innovation Cooperation Committee, the China-UK Research and Innovation Partnership Fund, the annual flagship challenge plan, and the Sino-British Creative Industry Park to make the strategic planning truly take root.

Second, it is surprisingly good and deepens industrial cooperation. The UK is vigorously implementing the industry development strategy and actively promoting innovation and international cooperation in areas such as artificial intelligence, health and aging, green growth, and cultural creativity. Hunan has a good industrial base, with a complete range of industries and 11 industries with an output value of over 100 billion yuan. Not only the traditional industries such as construction machinery and rail transit are steadily advancing, cultural creativity, electronic information, e-commerce, service outsourcing, etc. Emerging industries are developing rapidly. The two sides can combine their development needs and industrial advantages, clarify priority cooperation areas and key projects, and explore and strengthen cooperation in the fields of green manufacturing, environmental protection, medical information services, high-end equipment manufacturing, and higher education resources cooperation.

The third is to deepen the network and rely on local cooperation. The foundation of Sino-British innovation cooperation lies in the local and in the people. In October last year, Hunan Province and Lincolnshire signed a friendly provincial and municipal agreement. The two sides can share more urban development experiences, explore urban upgrading and cooperation, promote sustainable urbanization cooperation, and build a green, intelligent and inclusive future city. Hunan can also strengthen communication and cooperation with other parts of the UK to promote interconnection and linkage development.
