On the evening of the first five days of the first month of February, 2019, the Edinburgh Usher Hall, known as the “Golden Hall of Scotland”, is full of joy and enthusiasm. It is hosted by the Chinese Consulate General in Edinburgh, the City of Edinburgh, the Bank of China (UK) and the Chinese. The Edinburgh Spring Festival concert and reception jointly organized by the Association Eurasian Exchange Association was held. Pan Xinchun, Consul General of Edinburgh, Scottish Government EU, Immigration and International Development Minister McPherson, Edinburgh Mayor Ross, and Bank of China (UK) Vice President Xiao Liang attended and delivered speeches. More than 1,500 people including Perth City and more than 10,000 mayors, friends from all walks of life, Chinese overseas Chinese, representatives from the Soviet Union, Chinese-funded institutions and representatives of foreign students attended the event.

Consul General Pan delivered a greeting and blessing to everyone in his speech. He said that this year's Scottish Chinese New Year celebrations were splendid, and Glasgow, Dundee, Perth, South Ayrshire and other places held a variety of celebrations, especially in Edinburgh, the first time this year, the Chinese New Year was built as a local festival. More than 20 games, including the Edinburgh Zoo Lantern Exhibition, the opening of the East Asian Museum of the National Museum of the Soviet Union, and the performances of the Edinburgh Botanical Garden, are all fascinating. These activities are a powerful testimony to the friendly relations between China and the Soviet Union, further enhancing the understanding and love of the Chinese people in the Chinese culture, bringing the people closer to each other and laying a solid foundation for public opinion in deepening the friendship and cooperation between the two sides. He pointed out that in the past year, China's construction and development has achieved new glorious achievements, GDP growth of 6.6%, comprehensive national strength and international status have further improved, and people's living standards have been flourishing. At the same time, Sino-Soviet relations have maintained strong development, and exchanges and cooperation in the fields of politics, trade and investment, science and technology, education and humanities have yielded fruitful results, adding to the development of Sino-British relations. Mr. Pan thanked the people from all walks of life in the Soviet Union and the overseas Chinese community for their contributions to promoting exchanges and cooperation in various fields.

Minister McPherson congratulated the Chinese Lunar New Year and fully affirmed the great progress made in the relations between China and the Soviet Union in the past year. The two sides have maintained close high-level exchanges and wrote a new chapter in the fields of trade and investment, local cooperation and humanities exchanges. The Soviet government will take the development strategy of China's relations as the starting point and promote the friendship and mutually beneficial cooperation between China and the Soviet Union.
